1. Pre-Construction Gate Checklist
Do not mobilize site teams without clearing these critical prerequisites:

| Detailed Engineering | Drawings must be formally issued "for construction", not in draft. |
| Fire NOC | Typically tied directly to building plan approval. |

2. Strict Construction Sequencing
Getting the sequence wrong is a common source of avoidable delays. The critical path dictates that major equipment (boilers, distillation columns) must arrive just in time for placement before walls enclose the area.

3. Project Management Consultancy (PMC) Mandate
- Schedule Management: Tracking progress against the planned sequence and flagging slippage early.
- Quality Control: Weld checks (radiography/ultrasonic), concrete cube testing, and physical material verification against MTCs on-site. Continuation of Third-Party Inspection (TPI).
- Contractor Coordination: Managing interfaces between civil, mechanical, piping, and electrical contractors.
- Safety Oversight: Strict EHS compliance monitoring for high-risk pressure equipment and welding tasks.
- Reporting: Regular updates provided to both the project owner and the lender/LIE to authorize disbursement.
4. Payment & Disbursement Milestones
Contractor payments and loan disbursements must be tied to verified physical progress, not just elapsed time:
