Step 08: Statutory Approvals

Managing the multi-authority licensing framework parallel to EC and Engineering.

Distillery License	State Excise Department	Can be initiated in parallel with EC.
PESO Storage Approval	PESO (under DPIIT)	Can be initiated in parallel.
Factory License	State Factories Department	Can be initiated in parallel.
Fire NOC	State Fire Department	Typically follows CTE, tied to building plan approval.
Boiler Registration	Directorate of Boilers (IBR)	Follows equipment selection (Step 7) — needs actual boiler specs.
DISCOM Power Connection	State Electricity Board	Can be initiated in parallel, ideally right after site validation.
BIS Certification (IS 15464)	Bureau of Indian Standards	Applied closer to commissioning — requires inspection of actual production and lab facilities.

Submit to SPCB with the project report, land papers, and pollution control measures.
CTE is valid for 1-2 years, covering the construction period.
Hard Gate: Construction should only begin after CTE approval.
After commissioning, this converts to Consent to Operate (CTO), valid for 5 years and renewable.

Submit a complete application to the state Excise Commissioner including details of the proposed location, capacity, and equipment, along with proof of business registration and permission letters from local officials.
The application requires details of promoter/company, specific purpose, site details, and full description of stills/vats with size and capacity.
The license is issued by the State Excise Department, but in coordination with the Pollution Control Board and Fire Department.
An on-site inspection of your premises and safety measures is conducted before approval.
Timeline varies widely — anywhere from a few weeks to several months.
This license needs annual renewal with fees paid before expiry.

Submit an application for ethanol/methanol storage tanks, including drawings, safety plans, and fire control measures.
The application requires details about factory ownership, the process, capacity, and permission from the District Civil Supplies office — approach the district office and the Chief Controller of Explosives (CCOE) regional office.
OMC Requirement: PESO licensing is specifically what enables a distillery to store and supply ethanol to oil companies under the EBP programme.
